Eligibility Requirements for Migrant, Seasonal and Local Agricultural Workers:
The children of local agricultural workers, as well as, migrant and seasonal farm workers, from six weeks old until school age, receive Migrant and Seasonal Head Start services in twelve Agri-Business Child Development Centers serving the following counties: Cayuga, Chautauqua, Chenango, Erie, Genesee, Madison, Monroe, Niagara, Oneida, Onondaga, Ontario, Orange, Orleans, Oswego, Otsego, Ulster, Wayne, and Yates.
Migrant Agricultural Workers Eligibility Requirements:
Seasonal Agricultural Workers Eligibility Requirements:
- The same requirements as for migrant, however, the family has not moved for the purpose of seeking agricultural employment.
Local Agricultural Workers Eligibility Requirements:

The family falls within the current Agri-Business Child Development Income Eligibility Guidelines based on 200% of the poverty level.

The family is settled in the local area.

One parent works in agriculture, fishing, or related food processing activities.

Unless disabled, all adults in the household must be employed or enrolled in vocational training.
Eligibility Requirements for Head Start Services:
Agri-Business Child Development provides Head Start services to eligible children from three years old until school age in Seneca County.
Head Start Eligibility Requirements:
- The family falls within the current Office of Head Start Poverty Guidelines.
Eligibility Requirements for Early Head Start Services:
In addition to Migrant and Seasonal services, ABCD provides Early Head Start services in portions of Orange County to children six weeks through three years of age, as well as, pre and post natal services to pregnant women.
Early Head Start Eligibility Requirements:
- The family falls within the current Office of Head Start Poverty Guidelines.
For all programs, each center utilizes a system of points, in accordance with the Head Start Performance Standards, to ensure that the neediest of the eligible families receive services.
